Who called from +1 249-288-8214?

I've had a couple of texts from this number..the last one (June 27/2021) says..."your return bill has been received. Please view below to accept your $125.68. See: http://79.110.52.47".....

In regards to same IP. I recieved this warning page from Google.

Received a txt message pointing to IP Address http://23.227.202.165/ stating my claim had been released. Link asks for banking into to make a deposit.
