Yes I had the same. I was suspicious so I googled the number they said to call and it came up Indian scammer. Deleted and blocked the mobile number. +61 459 362 611

I have had the exact same message, with a slightly different "reference" number. No payments have been made from my PayPal. Didn't call the number however, obvious scam.
Received text message from this number saying I had made a payment of 1599.99 to V-Card@INC Pay_pal_AU TXNVBqa567DR115 If NOT you Dial +61 1800845013 for DISPUTE!!!
Confirmed no payment was made and cannot find any info online about either number.
